40%裝配式建筑,明確十項重點任務!《河南省碳達峰實施方案》印發

河南省人民政府近日印發《河南省碳達峰實施方案》,其中提出,推廣綠色建造方式,加快推進新型建筑工業化發展,大力發展裝配式混凝土建筑和鋼結構建筑,推動裝配化裝修,落實年度建設用地供應面積中裝配式建筑建設面積比例。到2025年,全省新開工裝配式建筑面積占新建建筑面積比例力爭達到40%。促進綠色建材應用,不斷提高綠色建材應用比例。樹立建筑全壽命周期理念,推行建筑綠色規劃、綠色設計、綠色施工、綠色運營、綠色維護、綠色拆除全過程管理制度,杜絕大拆大建。建設(she)綠色(se)城鎮、綠色(se)社(she)區。

方案中提出,持續提升綠色建筑比例,大型公(gong)共(gong)建筑和(he)國家機關辦(ban)公(gong)建筑、國有資金參與(yu)投資建設的其他公(gong)共(gong)建筑按(an)照一(yi)星級(ji)以上綠(lv)色建筑標準(zhun)進行(xing)建設。開展超低能耗建筑示范,推動超低能耗建筑、低碳建筑規模化發展。深入推進居住建筑和公共建筑節能節水改造與功能提升,推動老舊供熱管網等市政基礎設施節能降碳改造。探索既有建(jian)筑節(jie)能改造市(shi)場化模式,推(tui)進(jin)公(gong)共建(jian)筑能效提升試點(dian)城市(shi)建(jian)設(she)。提升城鎮建筑和基礎設施運行管理智能化水平,加快推廣供熱計量收費和合同能源管理,逐步開展公共建筑能耗限額管理。到2025年(nian),城(cheng)鎮新建(jian)(jian)建(jian)(jian)筑(zhu)100%執行(xing)綠(lv)色建(jian)(jian)筑(zhu)標準(zhun);到2030年(nian),全省(sheng)新建(jian)(jian)建(jian)(jian)筑(zhu)嚴格執行(xing)建(jian)(jian)筑(zhu)節能設計標準(zhun)。

方案中還提出,鼓勵(li)在建(jian)筑(zhu)(zhu)領域規模化應(ying)用(yong)可(ke)再(zai)生(sheng)能(neng)(neng)(neng)(neng)源,提高(gao)太陽能(neng)(neng)(neng)(neng)、風能(neng)(neng)(neng)(neng)、地熱(re)能(neng)(neng)(neng)(neng)、生(sheng)物質能(neng)(neng)(neng)(neng)等(deng)(deng)可(ke)再(zai)生(sheng)能(neng)(neng)(neng)(neng)源綜合(he)利(li)用(yong)水(shui)(shui)平。可(ke)再(zai)生(sheng)能(neng)(neng)(neng)(neng)源利(li)用(yong)設(she)施(shi)與(yu)建(jian)筑(zhu)(zhu)主(zhu)體工(gong)(gong)程同步設(she)計、同步施(shi)工(gong)(gong)、同步驗收。開展建(jian)筑(zhu)(zhu)屋(wu)頂(ding)光(guang)(guang)伏(fu)(fu)行動,充分利(li)用(yong)既有(you)建(jian)筑(zhu)(zhu)屋(wu)頂(ding)資源建(jian)設(she)光(guang)(guang)伏(fu)(fu)發(fa)電設(she)施(shi),鼓勵(li)工(gong)(gong)業(ye)廠房(fang)屋(wu)頂(ding)建(jian)設(she)光(guang)(guang)伏(fu)(fu)發(fa)電設(she)施(shi),大幅提高(gao)建(jian)筑(zhu)(zhu)采暖、生(sheng)活熱(re)水(shui)(shui)、炊事等(deng)(deng)電氣(qi)化普(pu)及率。推(tui)進熱(re)電聯產集中(zhong)供(gong)暖,加(jia)快推(tui)動工(gong)(gong)業(ye)余熱(re)供(gong)暖規模化發(fa)展,因地制宜推(tui)行熱(re)泵(beng)、生(sheng)物質能(neng)(neng)(neng)(neng)、地熱(re)能(neng)(neng)(neng)(neng)等(deng)(deng)清潔低碳(tan)供(gong)暖。提高(gao)建(jian)筑(zhu)(zhu)終端(duan)電氣(qi)化水(shui)(shui)平,建(jian)設(she)集光(guang)(guang)伏(fu)(fu)發(fa)電、儲(chu)能(neng)(neng)(neng)(neng)、直(zhi)流(liu)配電、柔性(xing)用(yong)電于一體的"光(guang)(guang)儲(chu)直(zhi)柔”建(jian)筑(zhu)(zhu)。到(dao)2025年,城(cheng)鎮建筑可再生能(neng)源(yuan)替代率達(da)(da)到(dao)8%,新(xin)建公共機構建筑、新(xin)建廠房屋頂光伏覆蓋(gai)率力(li)爭達(da)(da)到(dao)50%。

ye)主動(dong)適(shi)應綠色(se)低碳(tan)(tan)發(fa)展要(yao)求,強(qiang)化環境責任意識,加強(qiang)能源資(zi)源節約,提升綠色(se)創新水平(ping)。重點領(ling)(ling)域省(sheng)屬國(guo)有企(qi)業(ye)(ye)制定(ding)實施企(qi)業(ye)(ye)碳(tan)(tan)達(da)峰(feng)行(xing)動(dong)方案,發(fa)揮示范(fan)引領(ling)(ling)作(zuo)用(yong)。重點用(yong)能單位要(yao)梳理核(he)算(suan)自身碳(tan)(tan)排放(fang)情況(kuang),深入研究碳(tan)(tan)減排路徑,"一企(qi)一策”制定(ding)專項工作(zuo)方案,推進(jin)節能降碳(tan)(tan)。相關上市公(gong)司(si)和發(fa)債企(qi)業(ye)(ye)按照環境信(xin)息依(yi)法披露要(yao)求,定(ding)期公(gong)布企(qi)業(ye)(ye)碳(tan)(tan)排放(fang)信(xin)息。充分發(fa)揮行(xing)業(ye)(ye)協會(hui)、產業(ye)(ye)聯盟等社會(hui)團體(ti)作(zuo)用(yong),督促引導(dao)企(qi)業(ye)(ye)自覺履行(xing)社會(hui)責任。5.強化(hua)領(ling)導(dao)干部培(pei)訓。將學(xue)習貫(guan)徹習近平生(sheng)態文(wen)明思(si)想(xiang)作為干部教育(yu)培(pei)訓的(de)重(zhong)(zhong)要內容,各級(ji)黨(dang)校(行政(zheng)學(xue)院(yuan))要把碳達峰、碳中(zhong)和相關內容列入教學(xue)計劃,分階段(duan)、分層次(ci)對各級(ji)領(ling)導(dao)干部開展培(pei)訓,普及科學(xue)知(zhi)識,宣講政(zheng)策要點(dian),強化(hua)法治意(yi)識,深化(hua)各級(ji)領(ling)導(dao)干部對碳達峰、碳中(zhong)和工作重(zhong)(zhong)要性、緊迫性、科學(xue)性、系統性的(de)認識。從事綠色(se)(se)低碳發(fa)展相關工作的(de)領(ling)導(dao)干部要盡快提升專業素養和業務(wu)能(neng)力,切實(shi)增強推動綠色(se)(se)低碳發(fa)展的(de)本(ben)領(ling)。四、政策保障(一)健全法規標準及統計體系。構建有利于綠色低碳發展的地方法規體系,全面清理現行法規規章中與碳達峰、碳中和工作不相適應的內容。在國家標準框架內制定出臺一批節能低碳地方標準,按照國家部署支持相關機構積極參與國際和國家能效、低碳標準制定修訂。按照國家統一規范的碳排放統計核算體系有關要求,加強碳排放統計監測能力建設,健全建筑、交通、公共機構等重點領域及煤炭、化工、建材、鋼鐵、有色金屬、電力等重點耗能行業的能耗統計監測制度,提升信息化監測水平。(二(er))完善綠色低碳政策(ce)體系(xi)。強(qiang)化(hua)(hua)財政(zheng)(zheng)支(zhi)持(chi)(chi)碳(tan)(tan)(tan)達峰(feng)、碳(tan)(tan)(tan)中(zhong)和相關(guan)資(zi)(zi)(zi)(zi)金(jin)(jin)政(zheng)(zheng)策,加(jia)大財政(zheng)(zheng)資(zi)(zi)(zi)(zi)金(jin)(jin)統籌力(li)(li)(li)度(du)(du)(du)(du),積(ji)極(ji)盤活存量(liang)資(zi)(zi)(zi)(zi)金(jin)(jin),逐步(bu)加(jia)大對碳(tan)(tan)(tan)達峰(feng)、碳(tan)(tan)(tan)中(zhong)和重(zhong)(zhong)大行動(dong)、重(zhong)(zhong)大示范、重(zhong)(zhong)大工程的(de)支(zhi)持(chi)(chi)力(li)(li)(li)度(du)(du)(du)(du)。嚴格落實(shi)綠(lv)(lv)色(se)(se)(se)(se)采(cai)購(gou)制(zhi)(zhi)度(du)(du)(du)(du),提(ti)高政(zheng)(zheng)府(fu)綠(lv)(lv)色(se)(se)(se)(se)采(cai)購(gou)力(li)(li)(li)度(du)(du)(du)(du)。落實(shi)支(zhi)持(chi)(chi)碳(tan)(tan)(tan)達峰(feng)、碳(tan)(tan)(tan)中(zhong)和稅收(shou)政(zheng)(zheng)策,落實(shi)節(jie)能(neng)(neng)(neng)(neng)(neng)節(jie)水(shui)、資(zi)(zi)(zi)(zi)源循環(huan)利(li)用(yong)等(deng)領(ling)域稅收(shou)優(you)惠政(zheng)(zheng)策,按規定對企業(ye)開展(zhan)綠(lv)(lv)色(se)(se)(se)(se)低(di)碳(tan)(tan)(tan)領(ling)域基(ji)(ji)礎(chu)研究給予稅收(shou)優(you)惠。完(wan)(wan)善(shan)(shan)差別化(hua)(hua)電(dian)價、分(fen)時(shi)電(dian)價政(zheng)(zheng)策和居民階梯電(dian)價制(zhi)(zhi)度(du)(du)(du)(du),探索(suo)建立分(fen)時(shi)電(dian)價動(dong)態調整機(ji)制(zhi)(zhi)。嚴禁對高耗能(neng)(neng)(neng)(neng)(neng)、高排放(fang)、資(zi)(zi)(zi)(zi)源型行業(ye)實(shi)施(shi)電(dian)價優(you)惠。加(jia)快推進供(gong)熱(re)計量(liang)改革和按供(gong)熱(re)量(liang)收(shou)費。完(wan)(wan)善(shan)(shan)綠(lv)(lv)色(se)(se)(se)(se)金(jin)(jin)融(rong)(rong)體(ti)系(xi),大力(li)(li)(li)發展(zhan)綠(lv)(lv)色(se)(se)(se)(se)信(xin)貸、綠(lv)(lv)色(se)(se)(se)(se)股權、綠(lv)(lv)色(se)(se)(se)(se)債券、綠(lv)(lv)色(se)(se)(se)(se)保(bao)(bao)險(xian)、綠(lv)(lv)色(se)(se)(se)(se)基(ji)(ji)金(jin)(jin)等(deng)金(jin)(jin)融(rong)(rong)工具,完(wan)(wan)善(shan)(shan)綠(lv)(lv)色(se)(se)(se)(se)金(jin)(jin)融(rong)(rong)評(ping)(ping)價體(ti)系(xi),引(yin)導金(jin)(jin)融(rong)(rong)機(ji)構為綠(lv)(lv)色(se)(se)(se)(se)低(di)碳(tan)(tan)(tan)項目(mu)提(ti)供(gong)長期(qi)限、低(di)成本資(zi)(zi)(zi)(zi)金(jin)(jin)。推動(dong)建立碳(tan)(tan)(tan)排放(fang)投(tou)融(rong)(rong)資(zi)(zi)(zi)(zi)統計監測平臺,探索(suo)制(zhi)(zhi)定企業(ye)碳(tan)(tan)(tan)排放(fang)績效(xiao)評(ping)(ping)價標準(zhun),嚴控(kong)煤電(dian)、鋼(gang)鐵、電(dian)解(jie)鋁、水(shui)泥(ni)、石化(hua)(hua)等(deng)高碳(tan)(tan)(tan)項目(mu)投(tou)資(zi)(zi)(zi)(zi),支(zhi)持(chi)(chi)高碳(tan)(tan)(tan)項目(mu)節(jie)能(neng)(neng)(neng)(neng)(neng)改造和能(neng)(neng)(neng)(neng)(neng)效(xiao)提(ti)升。發揮新興(xing)產(chan)業(ye)投(tou)資(zi)(zi)(zi)(zi)引(yin)導基(ji)(ji)金(jin)(jin)、創(chuang)業(ye)投(tou)資(zi)(zi)(zi)(zi)引(yin)導基(ji)(ji)金(jin)(jin)、河(he)南省綠(lv)(lv)色(se)(se)(se)(se)發展(zhan)基(ji)(ji)金(jin)(jin)等(deng)政(zheng)(zheng)府(fu)投(tou)資(zi)(zi)(zi)(zi)基(ji)(ji)金(jin)(jin)的(de)引(yin)導作用(yong),撬動(dong)更(geng)多(duo)社會資(zi)(zi)(zi)(zi)金(jin)(jin)投(tou)入節(jie)能(neng)(neng)(neng)(neng)(neng)環(huan)保(bao)(bao)、新能(neng)(neng)(neng)(neng)(neng)源、碳(tan)(tan)(tan)捕(bu)集封(feng)存利(li)用(yong)等(deng)綠(lv)(lv)色(se)(se)(se)(se)產(chan)業(ye)。加(jia)大可(ke)(ke)再(zai)生(sheng)能(neng)(neng)(neng)(neng)(neng)源發展(zhan)支(zhi)持(chi)(chi)力(li)(li)(li)度(du)(du)(du)(du),有效(xiao)破解(jie)項目(mu)建設中(zhong)的(de)土地供(gong)應、城鄉建設、環(huan)境保(bao)(bao)護、電(dian)網(wang)適應性等(deng)瓶頸制(zhi)(zhi)約(yue),完(wan)(wan)善(shan)(shan)可(ke)(ke)再(zai)生(sheng)能(neng)(neng)(neng)(neng)(neng)源消納保(bao)(bao)障機(ji)制(zhi)(zhi),出臺促(cu)進可(ke)(ke)再(zai)生(sheng)能(neng)(neng)(neng)(neng)(neng)源發展(zhan)的(de)空間要素、財政(zheng)(zheng)金(jin)(jin)融(rong)(rong)等(deng)保(bao)(bao)障性措施(shi)。推廣節(jie)能(neng)(neng)(neng)(neng)(neng)環(huan)保(bao)(bao)服務政(zheng)(zheng)府(fu)采(cai)購(gou),強(qiang)化(hua)(hua)節(jie)能(neng)(neng)(neng)(neng)(neng)環(huan)保(bao)(bao)產(chan)品政(zheng)(zheng)府(fu)強(qiang)制(zhi)(zhi)采(cai)購(gou)和優(you)先(xian)采(cai)購(gou)制(zhi)(zhi)度(du)(du)(du)(du)執行。(三)建立健全市(shi)場化機(ji)制。組織省內電力(li)企業(ye)積(ji)極(ji)(ji)參(can)與全(quan)國碳排(pai)放(fang)權交易,加強企業(ye)碳核查,做好排(pai)放(fang)配(pei)額(e)分(fen)配(pei)、自愿交易、配(pei)套服(fu)務(wu)等工作。修訂用(yong)(yong)能(neng)權有償使用(yong)(yong)和交易試(shi)點實施方案,完善(shan)用(yong)(yong)能(neng)權配(pei)額(e)分(fen)配(pei)辦(ban)法,推(tui)動(dong)用(yong)(yong)能(neng)權交易擴圍,優化能(neng)源(yuan)資源(yuan)配(pei)置。積(ji)極(ji)(ji)推(tui)行(xing)合(he)同能(neng)源(yuan)管理,推(tui)廣節能(neng)咨詢、診(zhen)斷(duan)、設計、融資、改造(zao)、托管等"一站式(shi)”綜(zong)合(he)服(fu)務(wu)模式(shi)。五、組織實施(一(yi))加強組織領導。加強(qiang)黨(dang)對碳達(da)峰、碳中和(he)工(gong)作(zuo)的領(ling)(ling)導(dao),省碳達(da)峰碳中和(he)工(gong)作(zuo)領(ling)(ling)導(dao)小(xiao)組(zu)(zu)要(yao)(yao)加強(qiang)整體(ti)部署和(he)系統(tong)推進(jin)(jin),研究重(zhong)大(da)問題、組(zu)(zu)織重(zhong)大(da)工(gong)程、發布重(zhong)要(yao)(yao)數(shu)據;領(ling)(ling)導(dao)小(xiao)組(zu)(zu)成員單位要(yao)(yao)加強(qiang)配(pei)合,扎實(shi)(shi)推進(jin)(jin)相關(guan)工(gong)作(zuo);領(ling)(ling)導(dao)小(xiao)組(zu)(zu)辦公室要(yao)(yao)加強(qiang)統(tong)籌協調,定期(qi)對各(ge)地和(he)重(zhong)點(dian)(dian)領(ling)(ling)域、重(zhong)點(dian)(dian)行業工(gong)作(zuo)進(jin)(jin)展情況進(jin)(jin)行調度,加強(qiang)跟(gen)蹤評估和(he)督促檢(jian)查,確保(bao)各(ge)項任務落實(shi)(shi)落細。(二)強化責任落實。各地各部門要深刻認識碳達峰、碳中和工作的重要性、緊迫性、復雜性,切實扛起責任,按照本實施方案確定的主要目標和重點任務,著力抓好各項任務落實,確保政策到位、措施到位、成效到位。工作落實情況納入省委生態環境保護督察。(三(san))嚴(yan)格監(jian)督考核。落(luo)實(shi)國家碳達峰(feng)碳中(zhong)和(he)綜合評價考(kao)核制(zhi)度,建立碳達峰(feng)碳中(zhong)和(he)工作(zuo)專(zhuan)項考(kao)核機制(zhi),對能源消費和(he)碳排放指標(biao)實(shi)行協同(tong)管理、協同(tong)分(fen)解、協同(tong)考(kao)核。加強考(kao)核結果應用(yong),按照國家和(he)省有關規(gui)定對碳達峰(feng)工作(zuo)成效突(tu)出的單位和(he)個人給予表彰獎勵(li),對未完成目標(biao)任務的地方、部(bu)門(men)依規(gui)依紀依法進行通(tong)報批評和(he)約談(tan)問責。各地各有關部(bu)門(men)貫徹(che)落(luo)實(shi)情況(kuang)每(mei)年(nian)向(xiang)省委和(he)省政府報告(gao)。
